THE REGIONAL OPERATIONS SERVICES (ROS)

          Administered by a Deputy Director, a presidential appointee, and who is directly responsible to the Director.

  • MANDATES

 

The Regional Operations Service performs the act of administration over the Regional and Field Offices of the Bureau outside the National Capital Region.  At present, there are seventeen (17) Regional Offices including the NCR and twenty two (22) Field Offices scattered throughout the country.  While the Regional and Field offices have a certain degree of autonomy in so far as investigation and other related activities are concerned, certain aspects thereof need prior knowledge and/or approval from the Office of the Deputy Director for Regional Operations Service or ODDROS.  This is intended to serve as a check and balance mechanism.

  •   FUNCTIONS

 

  • Strictly monitors the Regional/Field Offices to ensure compliance with existing guidelines and policies;
  • Profiles the Regional/Field Offices aimed to identify and monitor the available resources, criminal and technical cases handled and clearance processed;
  • Reminds the Regional/Field Offices on the need for improvement in terms of productivity whenever the need to do so arise;
  • Periodically evaluates the performance of the different Regional/Field Offices as a whole as well as that of each field Operative;
  • Owing to the nationwide scope of the Bureau’s mandate, and with prior approval from ODDROS, operations outside their respective areas of responsibility are allowed most especially when the exigency of the service.
  • Qualification Standard of the DD, ROS:
  • Member of the Philippine bar;
  • At least ten (10) years experience in general investigation, five years (5) of which in supervisory capacity;
  • Must have risen from the ranks of Investigative Agents.

 

  • Function of DD, ROS:
  • Member of the Staff of the Director;
  • Assists the Director in the administration of the functions of the Regional Operations Service, the regional and field offices in particular;
  • Performs such other functions as may be assigned by the Director.

The Regional and Field Offices

          The Regional Offices are under the administration of the Regional Director while the Field Offices are under the administration of the Agent-In-Charge.

  • Qualification Standards of the Regional Director:
  • Must be a member of the Philippine Bar;
  • At least ten (10) years experience in general investigation, five (5) years of which must have been in a supervisory capacity.

 

  • Qualification standards of the Agent-In-Charge manning the Field Offices:
  • Must be a lawyer or a CPA;
  • At least five (5) years experience in general investigations;
  • Must have a rank of Head Agent;
  • Must have risen from the ranks of Investigative Agents.
  • Functions of the Regional Directors:
  • Exercise direct supervision over the administrative and investigative activities in their respective regions;
  • Coordinate with the Special Investigative Services and domestic Intelligence Services relative to joint operations within their jurisdiction;
  • Perform such other functions as may be provided by law or as ordered by the Director;
  • In the exercise of their functions, the Regional Directors shall receive proper technical guidance from the different services of the Bureau.

 

  • Functions of the Agent-In-Charge:
  • Exercise direct supervision over the administrative and investigative activities in their respective area of responsibilities;
  • Coordinate with Special Investigation Service and domestic Intelligence Service relative to joint operations within their respective jurisdiction;
  • Perform such other functions as may be provided by law or as ordered by the Director and their respective Regional Directors;
  • In the exercise of their functions, the Agent-In-Charge shall receive proper technical guidance from the different services of the Bureau.
