SPO3 SALVADOR M. GUANCO For Alleged Rape In Relation to RA 7610

(Anti-Child Abuse Law)

         The National Bureau of Investigation – Bacolod City District Office has filed a case of Rape against s stepfather who allegedly sexually enslaved his minor stepdaughter since she was in th tender age of six years old.

            According to NBI Regional Director for Western Visayas, Atty. ELFREN L. MENESES JR., the suspect is identified as Senior Police Officer 3 SALVADOR M. GUANCO, assigned at 5th maneuver platoon, Provincial Mobile Group, Hinigaran, Negros Occidental.  He was charged with Rape in relation to Republic Act 7610, or the Law against Abuse, Exploitation, and Discrimination of Children.

            The victim, whose name is withheld to protect her identity, is presently under the custody of the City Social Welfare and Development office, being a minor.  According to the minor, her ordeal started when she was six (6) years old.  She even narrated that the suspect would sexually abuse her even inside the radio room of the police headquarters where suspect was assigned.  The sexual abuse continued until the victim, now 17 years old, could not take it anymore and decided to run away from her stepfather’s house.  She sought refuge in her biological father’s house who in turn, brought her to the NBI to report the sexual abuse allegedly done on her daughter.

            HA FERDINAND M. LAVIN, Chief of the NBI-Bacolod District Office, said that the minor narrated her ordeal in the presence of the city social welfare and development officer.  HA LAVIN said that the minor was spontaneous in her statement as the experience was very traumatic for her.  When referred for medico-genital examination, it was found out that the girl has laceration in her hymen.

The case is now pending preliminary investigation at the office of the Provincial Prosecutor.
