EXECUTIVE SUMMARY

Arrest of Taiwanese and Chinese Nationals For violation of RA 8484

            As a result of the series of surveillance operations and discreet investigation conducted by NBI-NCR operatives on the premises of Mr. SHIH-LIANG SHIAH a.k.a. Mr. CHEN located at Grande Street, Riverside Subdivision, Barangay Anunas, Friendship, Angeles City, relative to the Intelligence Report received by the NBI on the telephone fraud activities being conducted by suspected syndicates of Taiwanese nationals, believed to be operating in the Philippines,  search warrants were issued by Regional Trial Court Branch 22, Manila, on July 21, 2012.

After proper coordination with the local PNP, operatives of the NBI-NCR implemented the search warrants in the premises of Mr. CHEN and seized equipments facilitating telephone fraud and arrested twenty one (21) Taiwanese & Chinese Nationals.

            Subjects were brought to the NBI Office for booking and arrest procedures with corresponding request with the Bureau of Immigration to include the names of Subjects in the Watch List Order.  On the same date, subjects were presented to the office of the City Prosecutor in Angeles City, Pampanga for inquest proceedings for Violation of R.A. 8484 otherwise known as “The Access Device Regulation Act of 1998”.  On July 26, 2012, subjects posted bail for their temporary liberty.
