EXECUTIVE SUMMARY

LALAINE DOLIQUEZ, ETAL. – Violation of 1866

           The Municipal Council of Malalag passed a resolution and seeking the assistance of the NBI to investigate the killings of CRIS BUAL (Manager, Sagittarius Mining, Inc.) last September 2011 at Bangkal, Davao City and a driver of Phoenix named ARTHUR MAGSIPOC last July 2011 by motorcycle riding assassins. During the investigation, witnesses pointed to a certain LALAINE DOLIQUEZ, ROEL TEPAIT and ARTHUR MAGSIPOC as masterminds behind the killings.  Witnesses alleged that Subjects openly carry firearms without permit to possess and carry.

Surveillance conducted, verified the truthfulness of the information; a certification was secured from the Firearms and Explosives of the PNP.  Search Warrant was then secured from the Executive Judge of the RTC of Malalag. 

On June 19, 2012 in the afternoon, NBI-Region XI Operatives served the Search Warrant at the residence of DOLIQUEZ in San Vicenter, Malalag, Davao del Sur.  During the service of the warrant, Subject LALAINE DOLIQUEZ and ARTHUR MAGSIPOC were present.  Seized and confiscated are one Cal. 43 pistol, one 9mm INGRAM and two hand Grenade.

After filing charges against Subjects DOLIQUEZ and MAGSIPOC, a line up was conducted for the witnesses to properly identify the persons who they alleged to have perpetrated the killing of BUAL and BANTAYAN.  In front of TV Cameras, witnesses firmly pointed the subjects.  Subject MAGSIPOC admitted that indeed DOLIQUEZ ordered the killing of BANTAYAN and BUAL because of business disagreement; he added that he was only the driver of the get away motorcycle and that ROEL TEPAIT did the job.

Because of the solution into the two (2) separate cases of killings, both Davao City Vice-Mayor DUTERTE and Malalag Mayor PARAS commended the efforts of NBI-Region XI Operatives.
