EXECUTIVE SUMMARY

Sting operation led to the arrest of DepEd Engr. John Ray Depositario

            Private Complainant BEA BERN GILBOR, owner/proprietress of KENBEE CONSTRUCTION & SUPPLY (KENBEE, for brevity) accused Engr. JOHN RAY DEPOSITARIO of the Department of Education (Division of Aklan) in Kalibo, Aklan of withholding her Certificate of Completion (COC) in exchange for One Hundred Thousand Pesos (Php100,000.00).

          On April 17, 2012, Complainant BEA finally gave in to Engr. JOHN’s incessant demand of One Hundred Thousand Pesos as a requisite for the release of the COC.  With NBI Agents/Investigators clandestinely positioned inside the canteen and around the premises of Kalibo Municipal Hall, GERLIE DELA CENA (employee/project engineer of KENBEE) met with Engr. JOHN. Engr. JOHN was immediately arrested by NBI Agents who were posted nearby, after he (Engr. JOHN) received the money contained in an envelope from GERLIE.  Engr. JOHN RAY DEPOSITARIO was subsequently charged on inquest before the Provincial Prosecutor for Direct Bribery and Violations of RA 3019 [Anti-Graft and Corrupt Practices Act]  and RA 6713 [Code of Conduct and Ethical Standards of Public Officers/Employees].
